Among the food additives tracked by PlainIngredients, which substances accumulate the highest count of FDA enforcement actions (Class I, II, and III recalls combined), and how does that distribution relate to the documented safety scores of those ingredients?
Methodology
The ranking above counts, for each food additive, how many FDA enforcement (recall) actions mention it by name in the agency's stated reason for the recall. Every number is computed from PlainIngredients' own copy of the FDA Enforcement Reports, not hardcoded, and updates the next time that dataset is re-imported.
Most FDA food recalls concern undeclared allergens (milk, wheat, soy) rather than a specific additive, so only a minority of recall reports name a tracked additive explicitly; this ranking covers that subset. The population summary below reflects that same subset, not the full recall database.

What this analysis cannot tell us
This ranking counts RECALL VOLUME, not risk: a recall is triggered by a labeling or manufacturing defect (most often an undeclared allergen or unauthorized dye) in a specific product batch, not an FDA finding that the additive itself is unsafe at normal use levels. An additive can rank highly here simply because it is widely used across many manufacturers, giving more opportunities for a labeling mistake, not because the additive is inherently more dangerous. We do not compute our own risk or danger score from this count, and a low count does not mean an additive is safer, it may simply appear in fewer products. Enforcement counts reflect FDA actions formally recorded with a recall number in the public Enforcement Reports database, not the broader universe of inspection findings, warning letters, or import alerts. A single high-volume product line can produce multiple recall entries for one underlying ingredient, inflating the action count relative to other additives with fewer but larger recalls. Ingredient matching is by slug join, so substances filed under chemical synonyms or under a parent ingredient family may distribute counts across multiple rows. Classification severity (Class I vs Class II vs Class III) is not summarized in the primary ranking; the secondary chart breaks out the class distribution across all actions for context. Safety-score values are PlainIngredients editorial assignments on a 1-to-5 scale documented in the methodology, they are not FDA-published values.
